
A deputation of the United Cycle and Parts Manufacturers Association (UCPMA), Ludhiana submitting a memorandum to MP Arora, Managing Director, Punjab Small Industries and Export Corporation Ltd. at Chandigarh on Thursday.
Chandigarh / Ludhiana, April 4, 2013: A deputation of the United Cycle and Parts Manufacturers Association (UCPMA), Ludhiana under the leadership of its president Gurmeet Singh Kular met MP Arora, Managing Director, Punjab Small Industries and Export Corporation Ltd. at Chandigarh on Thursday and submitted him a memorandum.
The deputation sought Arora’s sympathetic view on certain points to protect the reeling bicycle industry.
The deputationists pointed out that Punjab being border state has faced terrorism for a decade and during that period the government had instructed the Industries to safeguard themselves by raising their boundary balls and other infrastructure to protect themselves. Now the department has imposed zoning in the Industrial area and Focal Points which is causing a major hindrances in getting the NOC from PPCB, PSPCL and other government departments. They requested to abolish the concept of zoning which is not viable for the industries which are working from the last so many years.
Regarding conveyance deed at allotment price, they said the Punjab Government has been very kind enough to give some time to the industries for the registration of the title deed at the allotment rates; this opportunity was withdrawn due to election process. They requested to once again give the opportunity to the industries to register their title deed at allotment prices. Further, they said the Conveyance Deeds done in the past shows commercial instead of industrial which should be amended.
On the issue of usage of 20 per cent land for commercial and for labour accommodation, they said PSIEC had supported the industries by allowing 10% of the plot for display of self manufactured goods Punjab being the border state has always faced labour problems, the shortage of labour has resulted in reduction of production of the industries. They requested to allow 20% of the plot area for commercial and for accommodation of the labourers so that atleast some shortage of the labours can be reduced by giving them accommodation in house, and hoped that this will also reduce the menace of encroachment and will also in reduction of theft and pilferage.
Regarding maintenance of road lights and sewerage, they said PSIEC contributed in development of infrastructure by constructing roads and sewerages. They requested to properly maintain the road and cleaning of sewerage systems at the regular intervals.
On the issue of new focal points, they said to accelerate the industrialisation towards fast pace of growth, they demanded to design a new focal point adjacent to Ludhiana which is having a giant industry already in its fold and further for convenience of various ancillary wings, vendors etc attached to large scale units. They also suggested for marking proper area / zone for new focal point as the development presently has declined due to congestion in the limited square kilometres area of city.
