
Haryana Chief Minister, Bhupinder Singh Hooda today providing assistance to beneficiaries at the launching Priyadarshini Awas Yojna (PAY) at Karnal.
Karnal (Haryana), June 8, 2013: Haryana Chief Minister, Bhupinder Singh Hooda today took strong exception to the assertions made by his detractors within the party or outside by saying that those sitting in air conditioned rooms in Delhi could not see how many plots have been allotted to the beneficiaries belonging to the Scheduled Castes, Backward Classes-A and those living Below the Poverty Line and how many schemes have been implemented for their welfare.
Hooda was speaking at afunction in Karnal today after launching Priyadarshini Awas Yojna (PAY) to provide affordable housing facilities to the people in rural areas in the State, thus making Haryana as the first State to implement such a unique scheme.
Without naming any of his detractors , Hooda suggested them to personally visit the villages to see for themselves the development taken place in the State. He said that prior to his Government, the Government of the INLD-BJP remained in power in the State and all are aware that they did nothing for the development of rural areas. During their six years tenure, they had spent only Rs. 1800 crore on rural development whereas his Government has so far spent more than Rs. 9000 crore for the development of rural areas.
Hooda said that Om Prakash Chautala remained the Chief Minister of the State from 1999 to 2005 and during his entire tenure the old age pension remained Rs. 200 per month whereas, after holding the reins of the administration in the State in the year 2005, the old age pension has been increased to Rs. 500 and Rs. 750.
While launching the Priyadarshini Awas Yojna, Hooda transferred the first installment of Rs. 25,000 per beneficiary in the bank accounts of 30 beneficiaries through Real Time Gross Settlement (R TGS) system. Out of these beneficiaries, 28 belonged to the Scheduled Castes and the remaining two were from Backward Classes. Hooda also handed over certificates to the beneficiaries.
Speaking on the occasion Hooda said that under the scheme, two lakh houses would be constructed in the rural areas in a project span of two years. Each of the beneficiaries would be given financial assistance of Rs. 90,100 by the State as grant for the construction of a new house in three installments. First installment of Rs. 25,000 would be released at the time of sanction of grant, second installment of Rs. 35,000 after completion of the construction up to roof level and the final installment of Rs. 21,000 would be released on fixing of the doors and windows. This financial assistance includes Rs. 9100 to each of the beneficiary for the construction of sanitary latrine in convergence with Nirmal Bharat Abhiyan. The beneficiaries are required to start the construction work within one month after receiving the first installment and would have to complete the entire work within a period of six months.
The Chief Minister said that the State Government has also prepared a scheme under which if any beneficiary under the scheme intends to further construct another room or so, he could obtain a loan of upto Rs. one lakh from Punjab National Bank (PNB).
Hooda said that those beneficiaries would be covered under the scheme who are on the waiting-list of Indira Awas Yojna and have not been given the benefit under it;those who have been allotted 100 sq. yards plots under Mahatma Gandhi Gramin Basti Yojna and have no house or ‘kacha’ house and those who have no house or ‘kacha’ house but have been covered under the above categories. Hooda said that the State Government would soon come up with a similarly scheme for the urban areas so that the poor living in such areas could also construct ‘pucca’ houses. We have so far constructed 7656 houses in urban areas in the State and 7000 more would soon be constructed, he added.
Visibly elated with the mammoth gathering, Hooda said that it was a matter of pride that this scheme was being implemented today at all district headquarters. He said that Father of Nation Mr. Mahatma Gandhi, who relentlessly fought for the freedom of the country had dreamt of a country where nobody remain deprived of food, clothes and house and to fulfill his dream the Central Government under the able leadership of UPA Chairperson Mrs. Sonia Gandhi and Prime Minster Dr. Manmohan Singh have taken various steps. “We too have implemented a number of schemes for the uplift of the poor”, he added. He said that his government has so far allotted residential plots measuring 100 square yards free of cost to four lakh families and y more would be allotted. Apart from this, a Rs. 300 crore scheme has been implemented to provide electricity and other infrastructural facilities in these houses.
The Chief Minister said that the present Congress government in the State has laid special emphasis on providing quality education. Haryana is the first State where 19.70 lakh children have been given scholarships ranging from Rs. 100 to 600 per month from class I to XII. Apart from this separate schemes have been prepared for the welfare of all sections of the society including the poor, children, employee, women .
Dr. Arvind Sharma M.P described the day as a historic and thanked Hooda for launching the PAY from Karnal. He said that Hooda has ensured all round development of the State. He has also raised the issue of setting up a cargo airport in Karnal and said that this would also prove to a milestone in the development of this area.
Dharmavir Singh Chief Parliamentary Secretary said that the during the last eight years, Chief Minister Hooda has set new dimensions of development in the State. He said that the budget of the previous government was only Rs. 2000 crore whereas, the present State Government spent Rs. 3000 crore per month alone on various pension schemes.
MLAs Sumita Singh,Zile Ram Sharma and Principal Secretary, Development and Panchayat Ram Niwas also spoke on the occasion.
